Registers the Shell DDE services with the system so that applications can use them.

bInit [In] TRUE to initialize the services, FALSE to uninitialize.

Exported by ordinal only. Use GetProcAddress(3w) to obtain a pointer to the function. Implemented in "dlls/shell32/dde.c". Debug channel "shell".
