.B stenvironment
creates a new StepTalk environment process.  The Distributed Objects
server is created with name \(oqSTEnvironment:\fIname\fR\(cq.  If no
\fIname\fR is given, then \(oqUnnamedNN\(cq will be created.  The
\fIobserver\fR name is a distributed notification observer.
