When TRUE, the host does not have an RSHIM function
to access the embedded CPU registers
mlxconfig_name: HOST_DISABLE_RSHIM

When TRUE, the host will not be allowed to own the Tracer
mlxconfig_name: HOST_DISABLE_TRACER_OWNER
