Retorna a data e a hora correntes em

A estrutura contém a hora desde 01/01/1970 em segundos, até 1000
milliseconds de intervalo de melhor precisão, o fuso horário local (medido em
minutos de tempo a oeste de Greenwich), e uma flag que, se for diferente de zero,
indica que o horário de verão se aplica localmente durante a parte adequada do ano.
