specific order.  A bundle \s-1ID \s0(defined in \s-1RFC5050\s0) is the tuple of
(source \s-1EID,\s0 creation time, creation count, fragment offset, fragment length).
A custody \s-1ID \s0(defined in draft-jenkins-aggregate-custody-signals) is an
integer that the local bundle agent will be able to map to a bundle \s-1ID\s0 for
the purposes of aggregating and compressing custody signals.
